Can frame dragging lead to a closed time-like curve?
Frame dragging in itself does not lead to CTCs; such constructs do appear mainly in solutions to the field equations which describe objects with ring-shaped singularities ( i.e. black holes with angular momentum ), e.g. the Kerr-Newman metric. Frame dragging is something that occurs around all rotating objects, even the earth, yet we would not expect to find CTCs here.
