    Is space time like a bowling ball on a trampoline or does it surround all matter like water does a submerged object?

    It's neither. Space-time is always and everywhere, both inside and outside of massive bodies. You can understand space-time as being the set of all events ( i.e. all points at all times ), combined into a single manifold. It's measurements between events and their relationship to each other that defines the notion of curvature. Just a word of warning - don't think of space-time as something physical, as in a fabric that is somehow stretched and has mechanical properties. That is not the idea at all - general relativity is about measurements and how they are related.
