    The question says;

    Because this is a homework question, we can't give you the answer. However, here are some suggestions:

    1) Study the definition of "spring constant". Focus on what it means, not just a collection of words. Once you grasp what the physical meaning of a spring constant is, you'll be better equipped to think of how one could determine it experimentally. Does a stiff spring have a high or low spring constant?

    2) Spend time studying what a "newton-meter" is. Again, focus on what it means physically. Don't just read the definition as a collection of words.

    ETA: AndrewC gave you a good link to consult.
