    We know that the angular momentum of earth is constant but since the earth revolves in elliptical orbit .the the radius must changes that result change in velocity and in angular freqency i.e the time period of earth is chageble

    What do mean by the "time period of the Earth"? If you mean the Solar day, then yes it does vary by ~16 mins from the Mean value over the course of the year, but this averages out over the course of the year.
